Additionally extract the following archives to C:\opt.

Testing

In three shells:

> call C:\opt\ros\hydro\x86\setup.bat
> roscore

> call C:\opt\ros\hydro\x86\setup.bat
> roslaunch msvc_runtime talker.launch

> call C:\opt\ros\hydro\x86\setup.bat
> roslaunch msvc_runtime listener.launch
